| 1. | The proposed development due to its bulk, scale, massing and in particular with respect to its proximity to the boundaries of the adjoining properties, would result in a cramped form of development, contrary to the established pattern of development of the area, detrimental to the character and appearance of the Emerson Park Policy Area, contrary to policies 7 (design and amenity), 10 (Garden and backland development), 26 (Urban design), 27 (Landscaping) and 28 (Heritage) of the Local Plan 2021 and policies D3 of the London Plan 2021 and the advice given in part 12 of the National Planning Policy Framework 2021. |
| 2. | The proposed development by reason of scale, bulk, massing and proximity to adjoining boundaries, plus the loss of significant degree of greenery along the boundaries with the neighbouring properties would result in an overbearing impact upon the amenities of the occupiers of the neighbouring dwellings, as well as a significant adverse impact on the adjoining residents enjoyment of their rear gardens. As such, the proposed development is contrary to Policies 7 and 10 of the Local Plan 2021 and paragraph 130 of the Framework which seeks to ensure all developments creates places with a high standard of amenity for existing and future user. |

| 4. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £16,375 plus indexation based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £81,875 based on calculation of £125 per square metre. Each would be subject to indexation.
