1.The proposed rear extension would, by reason of its scale, excessive depth and proximity to the shared boundary with no.111 Cowper Road, be an intrusive and unneighbourly development that would have a significant adverse effect on the amenities of these adjacent occupiers resulting in an increased sense of enclosure and loss of outlook and thus having an overbearing impact contrary to Policy 7 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed rear extension by reason of its large footprint and cramped positioning within the site is inconsistent with the prevailing pattern of development within the locality, to the detriment of the character and appearance of the host property and visual amenity of the surrounding area, contrary to Policy 26 of the Local Plan 2021 and the Residential Extensions and Alterations SPD (2011).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
