| 1. | The materials used fail to match the main dwelling or the surrounding dwellings and appears as an unacceptably dominant and visually intrusive feature in the streetscene harmful to the established character and appearance of the surrounding area and appearing as a disproportionate addition to the host property, contrary to Policy 7 and 26 of the Havering Local Plan, and the Residential Extensions and Alterations Supplementary Planning Document. |
| 2. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application. |
| 3. | This application is subject to a Planning Enforcement investigation, and given the refusal of this application that formal enforcement action will be taken. |
| 4. | It is noted that there are many discrepancies on the plans versus the elevations. The footprint of the first floor rear extension is shown on the plan to be the same (granted vs built- 2.5m to the side and 3.35m deep) but the elevations show changes in the scale and size. There is a larger window shown on the 'already built' rear elevation at first floor which is not reflected on the plan. The plans show the height of the first floor rear extension as 6.7m high when the approved height was 6.5m. No porch shown on the plans or submitted photos.
In addition, the description does not include:
- A loft conversion with a large rear dormer that appears not to be Permitted Development due to the scale and materials used.
- A balcony area on top of the first floor rear extension accessed from the rear dormer.
- The rear and side extension is shown on the plans higher than approved.
- A larger first floor rear window to the rear extension.
Planning permission is required for all of the above. |
