1.The proposal by reason of unacceptable degree of noise and disturbance caused by the variety of sources of noise which has not been thoroughly assessed, including the slamming of doors, the reverse bleepers of the commercial vehicles, the loading and unloading which includes pulling and carrying materials to the and from the premises to the commercial and other vehicles, by hand trollies or loading and unloading of materials and equipment by mechanical vehicles, together with customers and builders conversation and other associated activities with respect to an industrial/commercial use before 8am on Monday to Saturdays and before 10am on Sundays when the background noise level is particularly low and the local residents are expected to enjoy tranquillity and quietness at this hours are would be highly likely to be detrimental to the amenities of occupiers of adjacent properties, contrary to Policy D55 of the adopted Core Strategy and Policy 34 of the Havering Local Plan.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicants agent on 26.10.2021.
