1.The bedroom of the 1-bedroom flat would be next to stairs and kitchen area of the 3-bedroom house and the living area of the 1-bedroom flat would be below a bedroom area of the 3-bedroom house, leading to loss of amenity and poor living conditions due to associated noise and disturbance arising from kitchen / living areas detrimental to the amenity of future occupiers, contrary to Policy 9 of the Havering Local Plan 2016-2031.
2.The proposal would lead to substandard accommodation for future residents of the 1-bedroom flat, due to an inadequate bedroom size, impact on the bedroom in terms of parking spaces directly in front of the window, potential poor outlook from the rear habitable room due to likely boundary fencing and no private amenity area shown. As a result, the development represents an overdevelopment of the site contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan.
3.The proposal would result in the loss of family type accommodation which is particularly the adopted plan seeks to protect, this is reflected in the floor area of the original dwelling which is less than 120 square metres, contrary to Policy 9 of the Havering Local Plan 2016-2031.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
