1.The front/side extension, by reason of its excessive width, bulk and materials forms a dominant and visually intrusive feature, which in turn is detrimental to the character and appearance of the host property and visual amenity of the streetscene contrary to Policy 26 of the Havering Local Plan, the Residential Extensions and Alterations Supplementary Planning Document and Policy D4 of the London Plan 2021.
2.The additional rear dormer, by reason of size, scale and bulk would not be subservient to the roof of the host property and results in a dominant and visually intrusive feature detrimental to the character and appearance of the host property and visual amenity of the locality, contrary to Policy 26 of the Havering Local Plan and the advice give in the adopted Havering Residential Design Guide 2011, and the National Planning Policy Framework 2021.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent by e-mail on 19/12/22.
