1.The proposed boundary treatment, by virtue of its height, extent and scale, would represent a visually intrusive and incongruous form of development, being out of keeping with the open character of the streetscene. As a result, the proposed development contradicts the Havering Local Plan (adopted 2021), the London Plan (2021), and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was decided that planning permission should be refused.
