1.The proposed rear extension would be unacceptable by reason the depth on the shared boundary and is not subordinate to the existing host building, resulting in a loss of outlook and an increased sense of enclosure detrimental to the amenity of the occupiers of no. 226 South End Road (east). As such, the proposal contrary to Policies 7 and 26 of the Local Plan and the Residential Extensions and Alterations SPD 2011.
2.The proposed hip-to-gable roof extension including the rear dormer in terms of their scale, siting, massing and design would appear as a dominant and visually intrusive feature on the host property, as well as unbalancing the appearance of this row of 6 terrace properties, to the detriment of the visual amenity of the streetscene and locality. As such, the proposal is contrary to Policies 7 & 26 of the Havering Local Plan and the Council's Residential Extensions and Alterations SPD (2011).
3.The proposed rear outbuilding by reason of its bulk, mass, site coverage and siting in combination with either the existing and or the proposed extensive extensions on the application site, would result in an overdevelopment of the site inconsistent with the prevailing open character of the rear garden scene and pattern of development with respect to amount of the development in the garden environment to the rear. In these regards the proposal would be contrary to Policy 26 of the Local Plan 2021 and the Residential Extensions and Alterations SPD (2011).
4.The proposed rear outbuilding, which could function as a self-contained residential unit in the rear garden scene, would result in an unprecedented and unacceptable form of development and would have potential impact upon the amenities of the adjoining occupiers as well as the host house through associated activities, including additional noise and disturbance including comings and goings, and mutual inter overlooking as well as being out of character with site and surrounding areas, contrary to Policy 7 of the Havering Local Plan 2021 and the Residential Extensions and Alterations SPD.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr M Landoli, via e-mail on 9.3.26.
