1.The development to which this permission relates must be commenced not later than three months from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans A100, A102, and Planning supporting statement. Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.Within 3 months of the date of the permission an the Noise Management Plan shall be submitted to and approved by the local planning authority in support of this application shall be adhered to at all times whilst the permitted use continues. Any modifications to the Noise Management Plan shall be submitted to and approved in writing by the local planning authority. Reason: To protect the residential amenities of adjoining properties from noise
4.The premises shall only accommodate a maximum of four children receiving care and two carers at any given time unless otherwise agreed in writing with the Local Planning Authority. Reason:- To restrict the use of the premises to one compatible with the surrounding area and that the development accords with Policy 16 of the Havering Local Plan 2016-2031.
5.The use of the premises hereby permitted comprised of a C2 use shall only be used for the purposes of residential care and accommodation and not any other use falling within Class C2 of The Town and Country Planning (Use Classes) Order 1987. Reason:- To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application.
6.The rear outbuilding shall be used only for accommodation as an integral part of the existing C2 use known as 167 Southend Arterial Road, Hornchurch and shall not be used as a separate unit of residential accommodation at any time. Reason:- The site is within an area where the Local Planning Authority consider that the sub-division of existing properties should not be permitted in the interests of amenity.

8.Positive and Proactive Statement The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. It subsequently determined to grant planning permission in accordance with the National Planning Policy requirement that applications for sustainable development are approved where possible. 9.This permission does not infer or grant approval to the fire safety or other arrangements. Such changes will require that you contact other bodies, as appropriate. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity.
