1.The proposed two storey rear extension by reason of its excessive scale, bulk, mass and lack of subservience would appear as an unacceptably dominant and visually intrusive feature in the rear garden environment harmful to the appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan, Emerson Park Policy Area and the Residential Extensions and Alterations Supplementary Planning Documents.
2.The proposed two storey rear extension would, by reason of its depth, height and position close to the boundaries of the site, be an intrusive and unneighbourly development as well as having an adverse effect on the amenities of adjacent neighbours contrary to Policies 7 and 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr S Baradiya (Agent) by e-mail on 20/12/23.
4.Preparation for any further re-submission - Please provide existing and proposed floor plans for the loft as additional roof lights are being added. Clarification is required for the existing and proposed use of the loft. - Please re-check the position of the neighbouring properties on either side on drawings 103 HH 01, 103 HH 04, 103 HH 05 & 103 OS 1 as aerial photography including Google maps show the position differently.
