1.The proposed development would, by reason of its bulk, design and lack of subservience, appear as an unacceptably dominant and visually intrusive feature in the streetscene, harmful to the appearance of the terrace of which the site forms part and the surrounding area, contrary to Supplementary Design Guidance to the Havering Unitary Development Plan and Policy DC61 of the Core Strategy and Development Control Policies Submission Development Plan Document.
2.The proposal, as submitted, would effectively create a separate unit of accommodation, with its own functional requirements of parking and amenity space. The proposals fail to make any provision for such facilities and therefore the development is considered to be contrary to Supplementary Design Guidance to the Havering Unitary Development Plan and Policies DC33 and DC61 of the Core Strategy and Development Control Policies Submission Development Plan Document.
