| 1. | This use of the premises as a prayer hall and associated uses shall be for a limited period only expiring on 1st April 2027 on or before which date the use hereby permitted shall cease.
Reason:
To enable the Local Planning Authority to review the situation regarding the progress of proposals for the comprehensive redevelopment of the site under Policy 1 of the Havering Local Plan 2016-2031. |
| 2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 3. | The use of the premises as a prayer hall and associated uses shall not take place other than between the hours of 08:00 and 21:00 each day of the week.
Reason: To minimise the impact of the development on the surrounding area in the interests of amenity, and that the development accords with Policies 7 and 16 of the Havering Local Plan. |
| 4. | A suitable noise report shall be submitted to the Local Planning Authority, within 2 months of this temporary planning consent being issued. The noise report shall detail the sound insulation installed at the premises, both on the walls and ceiling/roof, and the predicted sound insulation afforded by the steps taken, with details of the predicted noise levels at the nearby noise sensitive premises. The agreed mitigation measures shall thereafter be retained and maintained during the permitted use.
Reason: Insufficient information has been supplied with the application to assess the sound insulation installed at the premises. Submission of this detail within three months of this temporary planning consent being issued will protect the amenity of neighbouring residential occupiers from noise and disturbance and ensure that the development accords with Policies 7 and 34 of the Havering Local Plan. |
| 5. | The car parking spaces on the site shall be retained and shall be kept available at all times for the parking of vehicles used by the occupiers of the premises and their visitors and shall not be used for any other purpose.
Reason:
To ensure that adequate car parking provision is made off street in the interests of highway safety. |
| 6. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with SX Architecture via email on 13th May 2026. The revisions involved amending the site address and the site location plan, providing further information regarding the associated uses of the premises and its tenants, car parking and reducing the hours of use of the premises. The information was subsequently submitted on 15th and 18th May 2026. |
