| 1. | The proposed additional residential unit, by reason of its unsecure access arrangements and poor outlook from primary windows would represent a poor quality residential environment, contrary to the aims of Policy DC4 and DC61 of the LDF Core Strategy and Development Control Policies DPD and the Residential Design SPD. Furthermore due to a combination of the alterations required to existing habitable space of 74A Dagenham Road and the resultant number of residential units following extension and conversion, the proposed development would represent an overdevelopment of the site which result in a poor quality living environment, harmful to the amenity of existing and future occupiers contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD and the Residential Design SPD. |
| 2. | The proposed development would, by reason of the inadequate on site car parking provision, result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity, to the detriment of the safety of pedestrians and other road users, contrary to Policies DC32 and DC33 of the LDF Core Strategy and Development Control Policies DPD. |
| 3. | In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan. |
| 4. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £200. Further details with regard to CIL are available from the Council's website. |
