1.The usage of the premises as a motorbike sales and hire use business, by reason of its location and proximity to neighbouring properties and in the absence of a detailed noise/acoustic assessment, results in an unsatisfactory relationship by way of noise and disturbance caused by the repairing of motorcycles within the premises and therefore is unacceptably detrimental to the amenities of occupiers of nearby residential properties, contrary to Policy 7 of the Havering Local Plan.
2.The usage of the premises as a motorbike sales and hire use business, by reason of its location and proximity to a pedestrian crossing and other restrictions including zig-zag road markings, results in inadequate delivery/servicing, access and egress arrangements, an overspill of bikes parking on the public highway or blocking the existing footway and traffic and congestion, all of which are harmful to highway and pedestrian safety contrary to Policies 23 and 24 of the Havering Local Plan and Policy T4 of the London Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via email on 15/03/2024.
