1.By reason of its close proximity to No. 173 Shepherds Hill and excessive bulk, the two storey rear extension would form an over dominant disproportionate addition that would represent an intrusive form of development in the rear garden environment. The proposal would unacceptably impact on the amenity of occupiers located at No.173 from an overbearing and un-neighbourliness point of view. The proposed development would also result in an unacceptable loss of light to habitable windows for these neighbouring occupiers. The proposal would be contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD (2008) and Havering's Residential Extensions and Alterations Supplementary Planning Document (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with Kunal Desai by email on 21 December 2017. The revisions involved requiring the design of the first floor extension to be reconfigured and reduced in width. The applicant declined to make the suggested revisions.
