| 1. | The proposed development would, by reason of its bulk, mass, height and configuration, would In particular fail to reflect the scale and setting of the narrow service road on which it is proposed to be located. A lower, mews-style house development would be more appropriate in this setting. The proposed blocks appear bulky and would create a oppressive environment within the narrow access road. In addition the tall flanks of the proposed building would not provide any natural surveillance, which would add to the oppressive nature of the proposed development and the increase in fear of crime. It is therefore considered that proposed development harmful to the urban realm in this location, contrary to Policy 26 (Urban design) of the Local Plan 2021 and the NPPF. |
| 2. | The proposal would fail to provide acceptable housing mix in particular with reference to provision of larger family units. In this respect the proposal would be contrary to policy 5 of the Local Plan 2021. |
| 3. | Insufficient information provided with respect to manoeuvrability of the cars within the proposed parking space in particular with reference to the disabled parking provision in order to assess the impact upon highways condition. Further in the absence of a legal agreement to prevent future occupants from applying for or obtaining a residents parking permit, the proposal fails to satisfactorily mitigate the parking impacts of the development, contrary to the provisions of Policy 23 of the Local Plan. |

| 5. | Please be advised that approval of this application from 1st September 2019 (either by London Borough of Havering, or subsequently by PINS if allowed on appeal following a refusal by London Borough of Havering) will attract a liability payment of £83,700plus indexation in Community Infrastructure Levy (CIL). This charge has been levied under s.206 of the Planning Act 2008 and includes both the Mayor of London's CIL and Havering Council's CIL.
The proposal would add a net additional 616sqm of residential floor space. The proposal would incur a charge of £13,950Mayoral CIL and £69,750 of Havering CIL based on the calculation of £25 per square metre and £125 per square metre, subject to indexation.
