1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-

Reason:-
The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Development Control Policies Development Plan Document Policy DC61. |
3. | The construction phase of the development hereby approved shall be carried out in strict accordance with the Construction and Demolition Management Plan (CDMP) prepared by Styles&Wood and Extraspace Solutions. The management and mitigation measures outlined within the CDMP shall be implemented in full throughout the construction phase of the development.

To ensure that the method of construction protects residential amenity. It will also ensure that the development accords the Development Control Policies Development Plan Document Policy DC61. |
4. | With the exception of the demolition of the existing school building referred to within the application and site clearance, no works above ground level shall take place in relation until samples of all materials to be used in the external construction of the building are submitted to and approved in writing by the Local Planning Authority and thereafter the development shall be constructed with the approved materials

Insufficient information has been supplied with the application to judge the appropriateness of the , materials to be used. Submission of samples prior to commencement will safeguard the appearance of the building and the character of the immediate area, and will ensure that the development accords with the Development Control Policies Development Plan Document Policy DC61 |
5. | The proposed development herby approved shall be cleaned and maintained in strict accordance with the submitted Care and Maintenance Information Booklet prepared by PermaRock.
Reason:-
To safeguard the appearance of the building and to ensure that the development accords with the Development Control Policies Development Plan Document Policy DC61. |
6. | The development hereby approved shall not be first occupied unless and until full details of any new plant or machinery are submitted to and approved in writing by the Local Planning Authority. Once approved plant and machinery shall be maintained thereafter in accordance with the approved scheme.
Reason:-
Insufficient information has been supplied with the application to assess the noise levels of the plant or machinery to be used on site. Submission of this detail prior to occupation will prevent noise nuisance to adjoining properties in accordance with the Development Control Policies Development Plan Document Policies DC55 and DC61. |
7. | All building operations in connection with the construction of external walls, roof, and foundations; site excavation or other external site works; works involving the use of plant or machinery; the erection of scaffolding; the delivery of materials; the removal of materials and spoil from the site, and the playing of amplified music shall only take place between the hours of 8.00am and 6.00pm Monday to Friday, and between 8.00am and 1.00pm on Saturdays and not at all on Sundays and Bank Holidays/Public Holidays.

8. | The existing trees within the site shall be protected and managed in strict accordance with the submitted Tree Protection Method Statement prepared by Barnes Associates Ltd
Reason:-
To ensure the preserved trees on site will be adequately protected during construction. |
9. | The development hereby approved shall not be first occupied until there has been submitted to and approved by the Local Planning Authority a scheme of hard and soft landscaping, which shall include indications of all existing trees and shrubs on the site, and details of any to be retained, together with measures for the protection in the course of development. Provision shall also be made within the scheme for the replacement of the trees recently removed from the site. All planting, seeding or turfing comprised within the scheme shall be carried out in the first planting season following completion of the development and any trees or plants which within a period of 5 years from completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless otherwise agreed in writing by the local Planning Authority.

Insufficient information has been supplied with the application to judge the appropriateness of the hard and soft landscaping proposed. Submission of a scheme prior to commencement will ensure that the development accords with the Development Control Policies Development Plan Document Policy DC61. It will also ensure accordance with Section 197 of the Town and Country Planning Act 1990. |
10. | The development hereby approved shall be carried out in strict accordance with the Energy Report prepared by S.I.SEALY (Reference: 2062_SIS822_00_ZZ_RP_Z_5903). The measures identified within the Report shall be implemented in full prior to the first use of the development and thereafter maintained for the lifetime of the development.

In the interests of sustainable development, achieving aspirations for a reduction in carbon dioxide emissions and to ensure that the development accords with policies CP15, CP17, DC49, DC50, DC52 and DC61 of the Development Control Policies Development Plan Document and policies 5.2, 5.3, 5.7 and 7.14 of the London Plan. |
11. | The site investigation shall be carried out in strict accordance with the submitted Ground Contamination Risk Assessment, Issue 2, Dated 5.2.19.
On the basis there is not considered to be a need for any specific remedial measures to safeguard end users, a suitably ventilated sub floor void must be incorporated into the proposed teaching blocks herby approved.

To protect those engaged in construction and occupation of the development from potential contamination and in order that the development accords with Development Control Policies Development Plan Document Policy DC53. |
12. | The development hereby approved shall be carried out in accordance with the management and mitigation measures outlined within the Ecological Appraisal prepared by CherryField Ecology Dated: 27/07/2018.
Reason:-
In the interest of preserving ecology and in order that the development accords with Development Control Policies Development Plan Document. |
13. | No building shall be occupied or use commenced until refuse and recycling facilities are provided in accordance with details which shall previously have been submitted to and approved in writing by the Local Planning Authority. The refuse and recycling facilities shall be permanently retained thereafter.
Reason:-
Insufficient information has been supplied with the application to judge how refuse and recycling will be managed on site. Submission of this detail prior to occupation in the case of new building works or prior to the use commencing in the case of changes of use will protect the amenity of occupiers of the development and also the locality generally and ensure that the development accords with the Development Control Policies Development Plan Document Policy DC61. |
14. | No building shall be occupied or use commenced until cycle storage is provided in accordance with details previously submitted to and approved in writing by the Local Planning Authority. The cycle storage shall be permanently retained thereafter.
Reason:-
Insufficient information has been supplied with the application to demonstrate what facilities will be available for cycle parking. Submission of this detail prior to occupation in the case of new building works or prior to the use commencing in the case of changes of use is in the interests of providing a wide range of facilities for non-motor car residents and sustainability. |
15. | No building shall be occupied or use commenced until a delivery and servicing plan (DSP) submitted to and approved in writing by the Local Planning Authority. Once approved the DSP shall be implemented and adhered to for the lifetime of the development.

To ensure the development accords with policies DC32 and DC61 of the
Development Control Policies Development Plan Document and polices 6.1, 6.3 and 7.3
of the London Plan. |
16. | Prior to the first use of the car park herby permitted, a gate shall be installed with access to the car park limited to members of staff only. The car park shall not be used and the gate shall be locked before 7am and after 7pm on weekdays (with the exception of any Parents Evening events) and all day on Saturdays, Sundays and Bank Holidays.

17. | Notwithstanding what is shown on the approved drawings, large scale details of the proposed main entrance to the part one, part two-storey building hereby approved (including 1:20 Elevations and material specifications) shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of phase three of the development as outlined in the approved Construction Management Plan. Once approved the development shall be implemented in accordance with the approved details.
Insufficient information has been supplied with the application to judge the appropriateness of the entrance. Submission of further revised details prior to commencement will safeguard the appearance of the building and the character of the immediate area, and will ensure that the development accords with the Development Control Policies Development Plan Document Policy DC61 |
18. | The 'School Travel Plan', produced by Wynns Independent Transportation Engineers submitted with the application shall be implemented in full prior to the first use of the development hereby approved and maintained for the lifetime of the development.
Reason:-
Ensuring that the applicant adheres to the Travel Plan, throughout the life of the development, will seek to ensure the development accords with policies CP10, DC32 and DC61 of the Development Control Policies Development Plan Document and policies 6.1 and 6.3 of the London Plan. |
19. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with the National Planning Policy Framework 2018. |
20. | With regards to surface water drainage it is the responsibility of the developer to make proper provision for drainage to ground, water courses or a suitable sewer. In respect of surface water it is recommended that the applicant should ensure that storm flows are attenuated or regulated into the receiving public network through on or off site storage. When it is proposed to connect to a combined public sewer, the site drainage should be separate and combined at the final manhole nearest the boundary. Connections are not permitted for the removal of Ground Water. Where the developer proposes to discharge to a public sewer, prior approval from Thames Water Developer Services will be required.
