1.The proposal fails to comply ii, iii, iv, v, of Policy 9 of Havering's Local Plan 2016-2031 for the subdivision of existing residential properties to self contained homes.
2.The proposal, by reason of its contrived design of the proposed units with bedroom No.3 of 60A being constructed above the living+dining+ kitchen area of No.60B due to concerns regarding noise and disturbance and also that the dining area+ kitchen main light source would be overshadowed by the two storey rear projection which would be an intrusive and unneighbourly as well as having an adverse effect on the amenities of adjacent occupiers contrary to Policies 7 and 9 of the of Havering's Local Plan 2016-2031.
3.The proposed development would, by reason of the inadequate on site car parking provision, result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity and contrary to Policies 9 and 24 of the Havering Local Plan and Policies T4 and T6.1 of the London Plan.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Dedarally (Agent) by e-mail on 10th April 2025.
