1.The proposal is considered to be an unacceptable overdevelopment of the site due to: i) the inappropriate bulk and scale of the building, which together with its proximity to front of site would be out of character with the surrounding area and cause visual harm to the street scene: ii) an unsatisfactory access road, which due to its long length, limited width and lack of passing places would result in conflicting vehicles having to reverse onto the street creating a danger for pedestrians and other road users; iii) the inadequate provision of refuse storage, located a long distance away from the collection point resulting in accumulation of refuse near to the street; iv) the inadequate provision of amenity space for future occupiers of the development In this respect, the proposal would be contrary to Supplementary Planning Guidance on Residential Amenity Space and Policies CP17, DC2, DC32, DC36 and DC61 of the Core Strategy and Development Control Policies Submission Development Plan Document.
2.The proposed development, by the reason of the likely overspill of vehicles onto Mavis Grove and Mill Park Avenue, would inhibit the free and safe flow of traffic, to the detriment of highway safety, contrary to Policy DC33 of the Core Strategy and Development Control Policies Development Plan Document.
3.The proposal fails to make adequate provision for the resultant additional school places required and as such, fails to make a contribution towards identified educational needs within the Borough, to the detriment of social inclusion, contrary to Interim Planning Guidance on Educational Needs generated by New Development and Policies DC29 and DC72 of the Core Strategy and Development Control Policies Submissions Development Plan Document.
