1.The proposal would be likely to give rise to the intensification of use and the significant increase in the number of children, without any appropriate mitigating measure in place to alleviate disturbances associated with the use of the outdoor area in relation to surrounding neighbours. The proposal would therefore be likely to result in unacceptable degree of noise and disturbances detrimental to the amenities of the nearest dwellings in particular with reference to number 150 Suttons Avenue and 1 Shirley Gardens, contrary to Policies 7, 16 and 17 of the Havering Local Plan.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via email on 23rd February 2023.
