| 1. | The proposed development would result in living conditions that do not create a suitably high quality living environment for future occupiers. The proposal would be substandard for a three bed four persons dwelling, with its overall dimension failing to meet the internal space standards of the nationally described space standards, which would be in direct contrast to the aims and objectives of London Plan Policy D6, Policy 26 of the Local Plan 2021, the nationally described space standard, and the London Housing Design Guide 2023. |
| 2. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent, via emails and telephone several times. The revisions involved changes to the proposed layout, to provide a study room instead of a bedroom, provide adequate floor to ceiling height and amend the DAS. The applicant made some changes, only the gross internal floor area could not be increased and the room not changed to a study room and the room size reduced. |
| 3. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £2,025 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £10,125 based on calculation of £125 per square metre. Each would be subject to indexation.
