1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The proposed development hereby approved shall be constructed in accordance with the materials detailed under the Materials section of the application form unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area.
3.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
4.The building at the rear of 8 Saffron Road, Romford, shall only be used for hobby dress making and crafting with fabric and not for any trade or business nor as living accommodation at any time unless otherwise agreed in writing by the Local Planning Authority. Reason:- To restrict the use to one compatible with a residential area.
5.The permission hereby granted shall be personal to Ms Emilda Vivian only and shall not enure for the benefit of the land or any other person. Reason: In the interests of neighbouring amenity.
6.The building shall not be occupied or used for the purposes hereby permitted other than between the hours of 7am and 9pm Monday to Friday; 8am and 9pm on Saturday and 9am and 8pm on Sundays, Bank or Public holidays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity.
7.No plant or machinery shall be used within the outbuilding or on the application site at the rear of 8 Saffron Road, Romford unless otherwise agreed in writing by the Local Planning Authority. Reason: To protect the amenity of neighbouring properties and ensure that the use of the outbuilding is compatible with a residential area.
8.There shall be no deliveries to and from the building at the rear of 8 Saffron Road, Romford, at any time unless otherwise agreed in writing by the Local Planning Authority. Reason: To protect the amenity of neighbouring properties.
9.No clients or customers shall visit the site at any time. Reason: To protect the amenity of neighbouring properties.
10.There shall be no storage or equipment in the outdoor areas of the site. Reason: To protect the amenity of neighbouring properties.
11.At no time shall any windows or other openings (other than those shown on the submitted and approved plan,) shall be formed in the flank walls of the outbuilding, unless specific permission under the provisions of the Town and Country Planning Act 1990 has first been sought and obtained in writing from the Local Planning Authority. Reason:- In order to ensure a satisfactory development that will not result in any loss of privacy or damage to the environment of neighbouring properties which exist or may be proposed in the future.
12.The proposed W.C. window on the front elevation of the outbuilding as shown on Drawing No.'s PL02 and PL04 shall be permanently glazed with obscure glass not less than level 4 on the standard scale of obscurity and shall thereafter be maintained and permanently fixed shut and thereafter maintained, with the exception of any top hung fanlight(s). Reason:- In the interests of privacy.
13.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
