No.Condition Text
.The proposed development would by reason of its siting in the rear garden environment of the host property in conjunction with its height, bulk, mass and minimal set back from the rear boundary of the site give rise to a cramped and overdeveloped visual appearance, which would be in contrast to the surrounding pattern of development thus harmful to the character and appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
.The proposed dwelling would form a visually intrusive and dominant feature which would have a detrimental impact on the outlook from rear windows and rear gardens of properties that exist currently on Grange Road, contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
.The proposed development would, by reason of the inadequate provision of amenity space, result in a cramped over-development of the site to the detriment of future occupiers and the character of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
.In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan.
.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with the agent via email on 30/12/16. Some revisions were made, however the scheme is still considered to be in conflict with adopted planning policy.
.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £1960. Further details with regard to CIL are available from the Council's website.
