| 1. | The roof accommodation as constructed and as proposed would fail to demonstrate an acceptable living environment for future occupants through poor outlook and through failings to meet minimum prescribed standards for internal space, absence of dedicated amenity areas and low quality outlook, features which are conducive to a cramped overdevelopment of the site which would be detrimental to the amenity of future occupiers and not of a suitably high quality as is required. The proposal is therefore contrary to Policy 7 of the Havering Local Plan 2016-2031 and London Plan 2021 Policy D6. There would also be conflict with paragraph 130(f) of the National Planning Policy Framework which seeks to ensure a high standard of amenity for future users of development. |
| 2. | The alterations to the roof of the building to faciliate the accommodation within the roof would contribute to the development forming a dominant and visually intrusive feature from adajcent sites and one which would be detrimental to the amenity of those occupants. The development is thereby contrary to Policies 7 and 26 of the Havering Local Plan 2016-2031. There would also be conflict with paragraph 130(f) of the National Planning Policy Framework. |
