1.The proposed rear dormer window would, by reason of its height, position and excessive bulk appear out of scale and character with the dwelling, and materially harmful to the visual amenity of the surrounding area contrary to Policy DC61 of the London Borough of Havering LDF Core Strategy and Development Control Policies DPD 2008 and the advice give in the adopted Havering Residential Design Guide 2011, and the National Planning Policy Framework 2019.
2.The proposed development would, by reason of the proposed materials to the frontage of the garage and rear extension appear as an unacceptably visually jarring and intrusive feature in the streetscene harmful to the appearance of the host property, surrounding and character of the area contrary to the implementation of Policy DC61 of the LDF Core Strategy and Development Control Policies DPD 2008.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent (Mr Kehoe) by email on 14th January 2020.
