1. | The proposal, by reason of the scale, bulk and siting of the proposed development and its external design and appearance, together with its internal layout, would result in a poor quality of development, visually intrusive and overbearing in the street scene, particularly from St. Edwards Way, and materially harmful to the street scene and character of Angel Way and the Romford Conservation Area. The development fails to achieve a sufficiently high quality of design to justify the density of development proposed, contrary to Policy ENV1 of the UDP, Interim Planning Guidance for Housing Density and the provisions of Policy 4B.1 of the London Plan and PPG3. |
2. | The proposal, by reason of the loss of an existing character building within the Romford Conservation Area and the poor quality of the design and external appearance of the proposed replacement development, would be detrimental to the special character and appearance of the Romford Conservation Area, contrary to Policy ENV3 of the Havering Unitary Development Plan and the provisions of PPG15. |
3. | The proposal, by reason of its scale, bulk and relationship to the boundaries of the site with the adjacent Salvation Army site, including the position of habitable room windows in relation to the site boundaries, would be likely to significantly prejudice the development of adjoining land, contrary to Policy ENV1 of the Havering Unitary Development Plan. |
