1.The proposed outbuilding would, by reason of its depth, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the rear garden environment, harmful to the appearance of the surrounding area, contrary to the Supplementary Planning Document for Residential Extensions and Alterations SPD, policies D1, D3 and D4 of The London Plan (2021) and Policies 7 and 26 of the Local Plan.
2.The proposed outbuilding, by reason of its combined height, bulk, mass and position close to the boundaries of the site is considered to be an unneighbourly development which is out of scale with its surroundings and creates a dominant and visually intrusive feature in the rear garden environment, that is harmful to the amenity of adjacent occupiers, in particular No. 12 Adelphi Crescent contrary to the Supplementary Planning Document for Residential Extensions and Alteration SPD and Policy 7 of the Local Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
