| 1. | The proposal is considered to give rise to inappropriate development which is harmful to the openness of the Green Belt due to the introduction of suburban layout and domestic built form in the Green Belt. The bulk, scale, mass, lack of visual permeability and formalised layout of the site, with gardens to the rear and parking to the front, would alter the inherent rural and open character of the site. The development is inappropriate in principle in the Green Belt and it is considered that no very special circumstances have been submitted in this case that would outweigh the harm caused by reason of inappropriateness and visual harm to the character and openness of the Green Belt. The proposal is therefore contrary to the London Plan 2021 as well as the provisions of the National Planning Policy Framework 2021. |
| 2. | The proposal would result in loss of recreational facilities in the form of an equestrian centre, which would be contrary to the aim of Policy 18 of the Local Plan which seeks to retain such facilities for the health and well being of the local and wider population and which contribute to the green and open character of the Borough. |
| 3. | The proposal would, by reason of its layout, result in an unsatisfactory relationship between the dwellings, with particular reference to the contrived and irregular arrangement of rear gardens,resulting in poor quality outlook and aspect from habitable rooms to the detriment of the amenities of the future occupiers of the site, contrary to Policy 7 of the Local Plan, as well as Policy D6 of the London Plan. |
| 4. | The proposal fails to make provision for affordable housing and in the absence of any means to secure provision of affordable housing, such as through a legal agreement or any justification or mitigation measures to adequately justify the lack of on site provision the proposal is contrary to the provisions of Policy 4 of the Local Plan 2021 |
