1.The proposed development would be detrimental to the openness of the Green Belt and would conflict with the purposes of including land in the Green Belt. The proposal would therefore constitute inappropriate Green Belt development, and in the absence of very special circumstances that clearly outweigh the harm to the Green Belt, by reason of inappropriateness and other harm, the proposal is considered to be contrary to the guidance contained in the National Planning Policy Framework 2019. The proposed dwelling would by reason of its scale, bulk, mass and general design, in context of the constraints of the application site and its proportions relative to the surrounding locality the proposed dwelling, be harmful to the existing street-scene and local character contrary to Policy DC61 of the London Borough of Havering's LDF Core Strategy and Development Control Policies Development Plan Document 2008.
2.The subdivision of the plot would result in a tighter urban grain than the existing pattern of development within the immediate context of the site and accordingly the visual impacts of the proposed dwelling would be exacerbated to the detriment of local character and contrary to Policy DC61 of the London Borough of Havering's LDF Core Strategy and Development Control Policies Development Plan Document 2008.
3.In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the London Borough of Havering's Development Control Policies DPD 2008 and Policy 8.2 of the London Plan 2016.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 05-03-2019.
