| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 3. | The landscaping scheme shall be implemented in accordance to the plan TMA/953/04/E, hereby approved and maintained as such thereafter. All the existing trees on the adjoining land shown on the drawings shall be protected and retained. All planting comprised within the scheme shall be carried out in the first planting season following the grant of this planning permission and any trees or plants which within a period of 5 years from completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless otherwise agreed in writing by the local Planning Authority.

| 4. | Unless it is otherwise agreed in writing by the local planning authority, the scheme shall be maintained in accordance with drawing Tno. MA/953/04/E hereby approved with respect to the position of the static caravans and day rooms.
Reason:-
To ensure that the development maintains an acceptable level of amenity for the existing and future occupiers of the site. |
| 5. | The site shall not be occupied by any persons other than gypsies and travellers as defined in Annex 1: Glossary of Planning Policy for Traveller Sites (or its equivalent in replacement national policy).
Reason:-

Permission is granted solely in recognition of the unmet need for gypsy and traveller sites in Havering. |
| 6. | No vehicle over 3.5 tonnes, shall be stationed, parked or stored on this site.
Reason-
In the interest of the maintaining residential amenity. |
| 7. | All of the pitches hereby approved shall be fitted with "Package Treatment Plants" and regularly maintained thereafter.
Reason;:-
In the interest of hygiene and avoidance of water pollution. |
| 8. | All hard surfaces hereby approved as part of the development (including any sub-base) shall be made of porous materials or provision shall be made to direct run-off water from the hard surface to a permeable or porous area or surface within the curtilage of the application site.
Reason:-
In order to ensure no water run-off from the hard surface which would contribute to risk of flooding. |
| 9. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the applicant agent during the process of the application. The revisions involved additional landscaping, reduction in the number of pitches and further information. |
