1.The application site is located within the Metropolitan Green Belt and as such the proposed dwelling would be inappropriate development as it does not meet any of the exceptions of the NPPF. Inappropriate development is by definition harmful to the Green Belt, and no very special circumstances have been advanced that would clearly outweigh this and other identified harms. Accordingly, the proposal is harmful to the open character of the green belt and contrary to Policy DC45 of the LDF Core Strategy and Development Control Policies Development Plan Document, Policy 7.16 of the London Plan and the provisions of the NPPF.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 9/2/21.
3.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £16812.5 for Havering CIL and £3362.50 for Mayoral CIL.
