| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | Before the building is occupied during the additional weekend hours hereby permitted, the area identified for car parking on drawing no.16-024/03 shall have been laid out to the satisfaction of the Local Planning Authority and shall be retained permanently for the accommodation of vehicles visiting the site and shall not be used for any other purpose. Car parking for the training school use shall only be on this identified parking area and on no other part of the site.
Reason:-
To protect the amenity of neighbouring residential properties and to ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety, and that the development accords with the Development Control Policies Development Plan Document Policy DC33. |
| 3. | The premises shall not be used for the purposes hereby permitted other than between the hours of 08:30 and 21:30 on Monday to Friday, other than between the hours of 10:00 and 14.30 on Saturday and Sunday, and not at all on Bank or Public holidays without the prior consent in writing of the Local Planning Authority.
Reason:-
To enable the Local Planning Authority to retain control in the interests of amenity, and in order that the development accords with Development Control Policies Development Plan Document Policy DC61. |
| 4. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015, the premises shall only be used for the purposes specified in the application as a beauty training clinic and for no other purpose (including any other purpose in Class D1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) (or any provision equivalent to that Class in any Statutory Instrument revoking and/or re-enacting that Order).
Reason:-
This use only is permitted and other uses, either within the same Use Class, or permitted by the Town and Country Planning (General Permitted Development) (England) Order 2015 are not acceptable to the Local Planning Authority in this location because of the potential harm to residential amenity and the implications for the local highway network. |
| 5. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraphs 186-187 of the National Planning Policy Framework 2012. |
