| 1. | The proposed development would, by reason of its prominent rear garden location, height, bulk and mass, and proximity to neighbouring garden boundaries, combined with the substantial loss of existing trees and landscaping from the site, appear as an unacceptably dominant, cramped and visually intrusive feature in the rear garden setting. It is inconsistent with the pattern of development in a back land location and would be unneighbourly and harmful to the appearance of the surrounding area, contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | The proposed development would result in poor living conditions for future occupants of the flats (Units 6-9) due to the lack of sufficient internal space and would also insufficient private amenity space for the flatted block to the detriment of the amenity of future occupants, contrary to the aims of Policy DC61 of the LDF Core Strategy and Development Control Policies DPD, Residential Design SPD, the Housing SPG and the London Plan. |
| 3. | The proposed development would, by reason of the position and proximity of the flats to neighbouring properties cause overlooking and loss of privacy which would have a serious and adverse effect on the living conditions of adjacent occupiers, contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 4. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL).
