1.The site is within the area identified in the Core Strategy and Development Control Policies Development Plan Document and Proposals Map as Metropolitan Green Belt. The Development Plan Document, the London Plan and Government Guidance in the National Planning Policy Framework all seek to protect the Green Belt from inappropriate development that would have a material impact on its openness. The proposed development is considered to be inappropriate development that would have a materially harmful impact on the openness of the Green Belt. Such development should only be permitted where it is clearly demonstrated that there are 'very special circumstances' sufficient to outweigh the harm that would be caused to the Green Belt and any other harm that would arise. No 'very special circumstances' have been demonstrated in this case that are sufficient to outweigh this harm. The single storey rear extension would, by reason of its scale, design, form and siting, combined with the excessive size and siting of the patio area enclosed by numerous balustrades, have a materially harmful impact on the character, appearance and openness of the Metropolitan Green Belt. As a consequence the proposal would be contrary to the guidance in the National Planning Policy Framework, Policy DC45 of the Core Strategy and Development Control Policies Development Plan Document and Policy G2 of the London Plan.
2.The proposed single storey rear extension would, by reason of its scale, design, form and siting, combined with the excessive size and siting of the patio area enclosed by numerous balustrades, have a detrimental impact upon the significance and architectural value of a non-designated heritage asset and would fail to preserve or enhance the Cranham Conservation Area contrary to Policies CP18, DC61, DC67 and DC68 of the Local Development Framework Core Strategy and Development Control Policies Development Plan Document, the Heritage Supplementary Planning Document, Policy HC1 of the London Plan and the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to ATP Architects + Surveyors via email on 28th January 2021.
