1.The retention, height and cumulative impact of 10 CCTV cameras on timber posts introduce unwelcome urbanisation of open land and are materially harmful to the open and spacious character of the Green Belt contrary to Policy G2 of the London Plan 2021 and the guidance contained in the National Planning Policy Framework.
2.The change of use of land to the rear of a house for dog walking, given its siting and intensification of use, is materially harmful to the amenity of neighbouring properties, including noise, disturbance and traffic, contrary to Policy 7 of the Havering Local Plan (2016-2031), Policy D14 of the London Plan and the guidance contained in the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Stephenson via email on 19th November 2021.
