| 1. | The proposed development through the number of units proposed and their prospective occupancy fails to reflect the Housing Mix required by Havering Local Plan 2016-2031 Policy 5. No compelling case is made for a departure from the objectives of this policy and the proposals are therefore unacceptable. Further to this there would be conflict with Paragraph 60 of the NPPF which fundamentally requires that development meet as much of an area's identified housing need as possible, including with an appropriate mix of housing types for the local community which in failing to comply with Policy 5 the proposals would not. |
