1.The proposed development would, by reason of its location close to the shared boundaries, its height, mass and bulk, appear unacceptably dominant and a visually intrusive feature in the rear garden environment, harmful to the spacious character and appearance of the surrounding area of Emerson Park and detrimental to the amenity of the adjoining occupiers, contrary to Policy DC61and DC69 of the LDF Core Strategy and Development Control Policies DPD and the Residential Design SPD and the Emerson Park Policy Area SPD.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Breley by email on 17/11/21.
3.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £1,675 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of based on calculation of £125 per square metre.
