1.The formation of a dormer balcony with iron railings would result in an incongruous feature which would be detrimental to the character and appearance of the subject building and would dilute its architectural interest. The proposed development would conflict with Havering Local Plan 2016-2031 Policy 26 which requires amongst other considerations that development respect and complement the distinctive qualities, identity and character of a site. In addition the proposed development would fail to comply with S66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 through failing to preserve the building or its setting through the resulting harm. In addition the level of harm would result in conflict with the NPPF and as a result Havering Local Plan 2016-2031 Policy 28 which refers to tests set out within the Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 23-11-2021.
