1.	The proposed material for the external changes by reason of it's design and appearance, would result in an unsympathetic, visually intrusive development which would be inappropriate in its setting close to 'at risk' heritage assets (Grade II* St Edward the Confessors Church) and the Romford Conservation Area and that it would be harmful and detrimentally impact those surrounding sensitive uses, contrary to London Plan Policies 7.4, 7.6 and 7.8 and Havering's Development Control Policies CP18 and DC67.
