1.The living area of the new 1-bedroom flat would abut the bedrooms of adjoining properties, leading to loss of amenity due to disturbance, contrary to Policy 9 of the Havering Local Plan 2016-2031.
2.The proposed layout of the new 1-bedrom flat with limited space, single aspect rooms, poor outlook and light and lack of outdoor amenity space would lead to substandard accommodation for future residents. As a result, the development represents an overdevelopment of the site contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Mohamed Benyoub via email on 13th March 2023.
