| 1. | The proposed development through the provision of accommodation to the rear of the site and resultant plot sizes of the dwellings fronting Fullers Lane in the layout shown would be regarded as being at odds with the established urban grain and detrimental to local character failing to reflect existing patterns of development and giving rise to a sense of cramped overdevelopment. The proposals cumulatively would therefore be contrary to Policies 10, 7 and 26 of the Havering Local Plan 2016-2031 and also Paragraph 130(a) of the NPPF which requires fundamentally that development add to the overall quality of the area whilst also establishing or maintaining a strong sense of place. |
| 2. | The proposal fails to demonstrate that the site would have satisfactory access and egress arrangements and that vehicles could safely manoeuvre within the site and that more broadly the site could be adequately serviced by other vehicles as required. There is no compelling evidence before officers otherwise and accordingly the proposals conflict with HLP Policies 10, 23 and 24, which seek the safe and efficient use of the highway and the provision of adequate off-street servicing arrangements for commercial vehicles and general servicing. |

| 4. | In the event that this application is allowed through the appeals process the proposals would be liable for the following CIL contributions:
Mayoral CIL (MCIL2) contribution of £6,900 (x £25 per sqm).
Havering CIL (HCIL) contribution of £34,500 (x £125 per sqm)
Each contribution would be subject to indexation. |
