1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
3. | All new external finishes and work of making good shall be carried out in materials to match those of the existing building(s) to the satisfaction of the Local Planning Authority. Furthermore, the windows in the proposed development hereby approved shall reflect the detail and materials of those on the floor below (wooden Crittal-style heritage windows) to the satisfaction of the Local Planning Authority.
Reason:-
To safeguard the appearance of the property and the character of the immediate area, and in order that the development accords with policies 7.4 and 7.6 of the London Plan 2016 (MALP), draft London Plan policies D4 and D8, and policies CP17, DC61 and DC68 of the Havering Core Strategy and Development Control Policies DPD 2008. |
4. | The proposed windows on the northern elevation (identified in "Typical section A-A" of drawing PL05 - Rev E) shall be permanently glazed with obscure glass not less than level 3 on the standard scale of obscurity and shall thereafter be maintained as such.

5. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework 2019, the application followed from a previous refusal, and the applicant and their agents sought pre-application advice. Following from the advice provided, and discussions with the assessing officer, all improvements required to make the proposal acceptable were provided and there was no need to refuse the application. |
