| 1. | The proposed development comprising of two dwellings of the stated proportions on the site shown would through their likely resultant bulk and mass, proximity to each other and cramped appearance within the site, fail to adequately reflect existing local character and would instead diminish the spatial qualities of the surrounding area including plot layout and size to the detriment of Sector 6 of the EPPA and would consequently conflict with Havering Local Plan 2016-2031 Policies 10 and 26, whilst also failing to align with the requirements of the Emerson Park Policy Area SPD. |
| 2. | The proposed dwellings would by reason of their likely close relationship compounded by site and design constraints and taking into account their stated proportions would by reason of the resultant close relationship cause overlooking and loss of privacy which would have a serious and adverse effect on the living conditions of occupiers of the development, contrary to Havering Local Plan 2016-2031 Policies 7, 26 and 34 and Paragraph 130(f) of the NPPF which requires a high standard of amenity for existing and future occupiers. |
| 3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 14-12-2021. |
| 4. | The proposals would be liable for contributions under CIL Regulations for both MCIL and HCIL based on any net increase in floor area. The liability would be considered further at Reserved Matters stage when the scale of development is known. |
