1.The proposed building through its design and mass including roof form and materials would neither appropriate existing character or introduce positive new character and would form a dominant and visually incongruous form of development. The proposals would therefore be contrary to Policies 7 and 26 of the Havering Local Plan 2016-2031 and also Paragraph 130(a) of the NPPF which requires fundamentally that development add to the overall quality of the area whilst also establishing or maintaining a strong sense of place.
2.The proposed development fails to consider Policy 5 of the Havering Local Plan 2016-2031 which prioritises family (3 bed units) and requires that developers demonstrate how they have sought to maximise the provision of family housing within their schemes. Failure to consider this contributes to the development not being of sufficiently high quality. There would also be conflict with Paragraph 130 of the National Planning Policy Framework which seeks to ensure a high standard of amenity for existing and future occupiers.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 21-12-2022.
4.In the event that this application is allowed through the appeals process the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £6,500 (x £25 per sqm). Havering CIL (HCIL) contribution of £30,750 (x £125 per sqm) Each contribution would be subject to indexation.
