1.The proposed development would, by reason of the irregular garden arrangement, result in the creation of unsuitable amenity areas for future occupiers and associated living environment. The proposal would therefore be contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD and the Residential Design SPD.
2.The proposed development would intensify the use of the site which would be harmful to the appearance and established character of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.The proposal would provide accommodation which is below the gross internal floor area required. It is considered that the shortfall in floor-space would result in a substandard level of living space for future occupiers. In addition, the internal layout of the proposals is such that the first floor studio/living area would abut bedrooms of the attached property which would harmful to the amenity afforded to the residents of no.62 Jubilee Avenue. The proposals are therefore contrary to Policy DC4, Policy DC61 of the LDF Core Strategy and Development Control Policies DPD, the Residential Design SPD and Policy 3.5 of The London Plan.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mrs N Dar of Kompas London, via email on 06/02/18.
