| 1. | The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the streetscene. The proposed scheme would create a terracing effect along Hamilton Avenue and would be out of character with and harmful to the appearance of the surrounding area. | 2. | In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan. |
| 3. | The cramped internal floor area would not provide acceptable living conditions for all future occupants. The remaining accommodation at No. 32 would not be sufficient to cater for four persons in a three bedroom arrangement. It is considered likely that the room indicated as a study within the proposed dwelling at No. 32a would be used as a bedroom and would mean that No. 32a would also provide insufficient space. It is considered that the configuration will be detrimental to future amenity and will be in direct contrast to the aims of London Plan Policy 3.5 and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
