| 1. | The proposal would, by reason of its unacceptable design and the shortfall in both the quantity and quality of outdoor amenity space and resultant high density, lead to an unacceptable cramped, overdevelopment of the site, harmful to the streetscene and character of the surrounding area. The proposal is therefore contrary to Policy ENV1 of the Havering Unitary Development Plan, Supplementary Planning Guidance for Residential Amenity Space and Interim Planning Guidance for Havering Density. |
