| 2. | The proposal would, by reason of its closeness to existing boundaries and the rear access road and with minimal private amenity space provision provide a poor environment for the occupiers of the proposed dwelling contrary to Policy ENV1 of the Havering Unitary Development Plan, Supplementary Planning Guidance on Amenity Space and, as relevant, Supplementary Design Guidance on Residential Extensions and Alterations. |
