1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The premises shall not be used for the purposes hereby permitted other than between the hours of 09:00-20:00pm Monday to Saturdays and 11:00 to 17:00 on Sundays and Bank Holidays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity, and in order that the development accords with Policy 13 and Policy 26 of the Local Plan 2016 - 2031.
4.No building shall be occupied or use commenced until adequate refuse and recycling facilities are provided on site. The refuse and recycling facilities shall be permanently retained thereafter. Reason:- In order to protect the amenity of occupiers of the development and also the locality generally and ensure that the development accords with the Development Control Policies Development Plan Document Policy Policy 26 of the Local Plan 2016 - 2031.
5.A window display shall be provided at all times in the windows fronting on to 26 Elm Park Avenue. Reason:- In the interests of visual amenity, and in order that the development accords with the Local Plan Policy 13 of the Local Plan 2016 - 2031.
6.This permission relates solely to the proposed change of use and to no other development, including signage which will require a separate application.
7.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
