1.The proposed dwelling through the incongruous arrangement of fenestration and narrow plan form would appear visually at odds with the existing terraced row, whislt also extending beyond the front building line of premises to the rear thereby forming a visually intrusive and prominent piece of development detrimental to the character and appearance of the surrounding area and at odds with prevailing patterns of development thereby contrary to Policies 7 and 26 of the Havering Local Plan 2016-2031, the Residential Extensions and Alterations SPD, Policies D3 and D4 of the London Plan 2021 and Paragraph 130 of the NPPF.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 23-12-2021
3.In the event that this application is allowed through the appeals process the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £1450 (x £25 per sqm). Havering CIL (HCIL) contribution of £7,250 (x £125 per sqm) Each contribution would be subject to indexation.
